Both <br />the Flameburger and Hoggsbreath requests are scheduled for public hearings at the <br />City Council meeting on 8 July. <br />3. Williams Pipeline has an easement over the south 35 feet of the property in question. <br />Approval of the C.U.P. should be contingent upon written permission from Williams <br />Pipeline Company. <br />4. Section 903.050 D.8.q. requires screening and landscaping for parking areas of <br />five or more spaces where abutting residential use. This applies primarily to the <br />south side of the property where the site can be viewed by the Terrace Heights <br />Mobile Home Park. Mr. Duray is aware of this requirement and is willing to comply <br />with City requirements. He has chosen not to submit a landscape plan until the City <br />indicates its approval of the request. Since a landscape plan can be a condition of <br />the C.U.P., this is not considered unreasonable. If the C.U.P. is approved, the <br />following suggestions should be considered: <br />a. If possible, an earth berm with plantings should be placed on the south side <br />of the property. <br />b. Treatment of peripheral setback areas should be indicated. If grass is <br />proposed, the applicant shoulddemonstrate how it is to be maintained. <br />c. Proposed lighting for the parking lot should be indicated on either the <br />landscape plan or a separate plan. <br />5. Landscaping and /or screening should be required on the east side of the joint use <br />driveway. This should be resolved as part of the joint use agreement. In view of <br />the limited amount of space (five feet) on the east side of the property, a fence may <br />be the most effective and practical screen. <br />6. The applicant should submit plans for any signage which may be included on the site. <br />It is recommended that signage for both the Flameburger driveway and the Hoggsbreath <br />parking should be limited to small, directional and informational signs, preferrably <br />combined in some fashion. <br />12 <br />
