Little Canada Mayor and City Council <br />9 June 1981 <br />Page Two <br />during simultaneous use of adjacent fields. It h recommended that this fencing include <br />backstop and frontstop of each field as well as at least halfway down the sidelines of <br />each field, as indicated on Exhibit C, attached. This fence should be 10 feet tall in <br />accordance with the ordinance. The simultaneous use of fields 3 and 4 may be in conflict, <br />even if fenced. However, both fields can still remain and be utilized as relief fields when <br />needed. <br />Parking. The proposed parking plan attached, Exhibit D, indicates the provision of 163 <br />parking spaces to serve the site. Three of these spaces are only 8 feet wide and will need <br />to be enlarged. This will eliminate one of the spaces. It h also recommended that a north - <br />south drive be provided along the eastern side of the parking lot to improve circulation <br />through the lot. The parking spaces will all need to be lengthened from 19 feet to 20 feet <br />to conform with the ordinance parking design requirements. This modification will reduce <br />the width of the aisles to 22 feet, which is still in conformance with the ordinance and will <br />probably eliminate 18 parking spaces. Also, to facilitate maneuvering, the spaces along <br />the east and west sides of the lot should be aligned to be perpendicular to the curb. It is . <br />recommended that the parking requirement standard for public playfields of 10 spaces per <br />acre be applied to this site. Of the total 17.5 acres, 13 acres of playfield are proposed, <br />which will require 130 parking spaces. Even with the above mentioned modifications the <br />proposed parking area will provide sufficient parking spaces to serve the site. <br />It will be necessary to install curbing around the perimeter of the parking area in accor- <br />dance with the ordinance. A gravel surface has been indicated. Plans for surfacing and <br />drainage of the parking lot are subject to the City Engineer. The parking area h setback <br />20 feet from the street surface and is therefore in conformance with the 15 foot setback _ <br />requirement for parking areas. <br />Proper drainage of the entire site should be exhibited to and approved by the City <br />Engineer. <br />Landscaping and Screening. A mature honeysuckle hedge currently exists along the front <br />of the part of the lot proposed for parking. It provides adequate screening of the parking <br />from the adjacent residential zone. An expansion of the parking area is indicated in the <br />southwestern corner of the lot where a stand of mature trees exist. The applicant must.; <br />insure that adequate screening will remain if an expansion of the parking area occurs. <br />Beer License. The applicant is also requesting a license to allow the sale of 3.2 beer from <br />the concession stand. The Council should make an initial determination regarding this <br />request prior to deliberating over other issues of the proposal, since the applicant will not . . <br />likely go ahead with his plans without the 3.2 beer license. - <br />
