MINUTES CITY COUNCIL JUNE 14, 2006 RESOLUTION NO.2006-6-132 - APPROVING AN INCREASE IN THE FOLLOWING LIQUOR LICENSE FEES AS NOTED BELOW, BASING THE INCREASE ON THE 2006 GROSS LEVY INCREASE OF 2.54%, BUT ROUNDING UP THE ON-SALE LICENSE FEE TO THE NEXT $IO AND THE ON-SALE WINE LICENSE FEE TO THE NEXT $5, AND ALSO DECLARING THE CITY'S INTENT TO TIE ANY INCREASES IN THESE FEES TO INCREASES IN THE ANNUAL GROSS LEVY FOR THE NEXT FIVE YEARS, AND FURTHER DECLARING THAT IF THE GROSS LEVY IS DECREASED, THE FEES WILL REMAIN AS IS FOR THAT YEAR 2006 ON-SALE LIQUOR LICENSE - $3,590 2006 ON-SALE WINE LICENSE - $SI S The foregoing resolution was duly seconded by Allan. Ayes (4) Blesener, Allan, Montour, Keis. Nays (1) LaValle. Resolution declared adopted. SINGLE The City Administrator reported Chat the City's contract with trash haulers SORT expires at the end of the year. One of the aspects of the contract is RECYCLING recycling, and Waste Management and Allied Waste would like to go Co single-sort recycling versus two sort. The Administrator noted that there are four haulers operating in the City: Waste Management, Allied Waste, Horrigan's, and Gene's Disposal. Gene's Disposal does not have the capability of going to single-sort recycling, and Horrigan's recycling route is done by Waste Management. Therefore, the property owners along Gene's route would continue with two-sort recycling. The Administrator reported that the City surveyed Gene's customers, and they overwhelming supported retaining Gene's as their hauler even though they understand they will not be able to convert to the single-sort recycling. This route encompasses 26 properties. Jennefer Klennert, Waste Management, and Rich Hirstein, Allied Waste, appeared before the Council to report on single sort recycling. Hirstein displayed samples of the bins that would be used and pointed out that all recycling would be placed in this bin - Chere is no need to sorC recyclables. There is information on the covers of the bins describing what is recyclable and what is not. Hirstein pointed out Chat the single-sorC bins allow the pick-up process to be automated. One significant change, however, is recycling would be picked up every other week rather than weekly. To avoid confusion about pick-up dates, calendars would be provided to all residents. Hirstein noted that the every other week pick up saves wear and tear on City streets. 4
