MINUTES <br />CITY COUNCIL <br />JUNE 14, 2006 <br />Keis asked abouC bin capacity. Hirstein reported that initially all <br />properties will receive 60 gallon containers. Property owners have the <br />ability to either down-size or up-size these containers based on their need <br />at no additional cost. If on occasion a property owner has excess recycling <br />that cannot fit in the bin, it can be placed at the curb and will be picked up. <br />Allan asked about assistance for the elderly. Hirstein reported that the <br />haulers will take bins down to the street for the elderly just as they <br />currently do. <br />Hirstein reported that their experience has been that they see an increase in <br />the amount of materials recycled with single-sort. <br />Blesener asked if the bins will be free of charge to residents. LaValle <br />asked if damaged bins will be replaced at no cost. Hirstein reported that <br />there will be no charge for the bins and they will be replaced as necessary. <br />Blesener asked abouC contamination of materials with single-sort. Hirstein <br />reported that Chere was no issue with contamination, and actually <br />decreases with single-sort recycling given the additional education of the <br />public. <br />Blesener asked going to single-sort will result in a decrease in the <br />recycling fee. Klennert did not anticipate a decrease and noted that the <br />haulers have to absorb the container cost. Klennert anticipate a smaller <br />increase given the conversion to single-sort, but noted that this is a poinC <br />of negotiation with the City. Hirstein reported that the new containers cost <br />$60 each and the haulers have a 7 year recovery time for those containers. <br />The City Administrator reported that staff is recommending that recycling <br />go to single-sort, and noted that other cities that have done it have liked it. <br />Again, the only issue will be the every other week pick up which could be <br />confusing. The positives include the convenience of single-sort, potential <br />increased recycling, and the easy of handling the wheeled containers. <br />Blesener stated that his biggest issue is the size of the container and noted <br />that some property owners may not have room in a small garage to store <br />the container inside. Blesener asked about input from residents. <br />The City Administrator reported that he has not sought resident input, and <br />noted that Che City is still working out the details with haulers. However, <br />single-sort recycling has been well received in other cities. <br />Montour suggested communicating single-sort via the City's newsletter, <br />cable channel and in the Roseville-Little Canada Review. <br />
