NORTHWEST ASSOCIATED CONSULTANTS INC. <br />.MEM' )RANDUM <br />TO: Little Canada Planning Commission, <br />Mayor and City Council <br />FROM: Brad Nielsen <br />DATE: 7 January 1981 <br />RE: Minnesota Mini - Storage - P.U.D. <br />FILE NO: 758.09 - 80.30 <br />BACKGROUND <br />Mr. Bruce Hubbard of Minnesota Mini - Storage has submitted plans for an industrial planned <br />unit development (P.U.D.) for property located in the northwest quadrant of the County <br />Road B /Jackson Street intersection (see attached exhibits). As you recall, this site was <br />previously processed as a P.U.D, under a different developer. Since this proposal is very <br />similar to the previous request, it is suggested that the City review the "Cameron Develop- <br />ment Company - P.U.D." staff reports dated 4 June and 10 September 1980 which were <br />submitted by our office. These reports provide the necessary background and address a <br />number of planning issues related to the development. <br />ISSUES AND ANALYSIS <br />Although, as mentioned, this project is similar to the Cameron Development, a number of <br />issues need to be addressed and /or reiterated. <br />1. The Developer. Whereas the experience of the previous developer had never actuallyo <br />been established, Minnesota Mini - Storage, by comparison has a notable amount of <br />experience in the type of project being proposed. This is seen as an advantage to the <br />City for the following reasons: 1) the developer has existing projects which the City_ <br />can review in evaluating the request; 2) past experience has resulted in the developer <br />addressing problems which someone with less experience may not have realized and <br />3) since mini - storage is the applicant's primary business, the operation is viewed as <br />a more long term investment than if it were developed for speculative purposes.: <br />2. Site Drainage. A critical issue which was never fully resolved in the previous request-;• <br />was stormwater runoff and site drainage.
