Little Canada Planning Commission,
Mayor and City Council
7 1981
Page Two
of Transportation. Since MnDOT drainage has a considerable impact on the site,
it is recommended that some sort of approval or agreement with them should be
acquired and submitted to the City prior to final approval by the City.
Also related to drainage k the issue of grading. Given the existing topography
of the site, it is assumed that extensive site alteration will be required. The
information submitted thus far is not adequate for an accurate evaluation. It is
recommended that a more detailed grading plan be submitted and subject to
approval by the City Engineer.
3. Staging. Unlike the previous proposal which was to be developed in stages, this
request is proposed to be done all at once. As a result, it is felt that all aspects
of the P.U.D. requirements should be in order prior to approvals by the City.
4. Site Access. Access to the entire mini - storage is proposed via a single driveway
from County Road B. The office /warehouse building which fronts on County Road B
has one access from the County Road and two from Jackson Street. Considering
the size of the mini - storage area, a second access may be desirable, even if only
a crash gate device for emergency access is provided. Although not dimensioned,
the driveways have been drawn at 24 feet in width.
The southernmost driveway on Jackson Street is located 45 feet from the County Road
right -of -way. Section 903.050 D. 8, e. requires a minimum of 60 feet.
Perhaps the major issue related to access is the question of how or if Jackson Street"
is to be developed. It currently exists as a 33 Foot wide right-of-way., Since the
property in question and the parcel to the east both require access From Jackson
Street, it is recommended that a 60 foot right -of -way be acquired by the City The
and design of this road should be determined by the City Engineer. in the
event the additional right-of-way must come from the subject property, it may require
some redesign of buildings on the east end of the site.-
5. Parking. Although the parking for the office /warehouse at the south of the site appears
to be adequate, without floor plans for the building no recommendation is made at this =
time.
