CITY OF <br />APLE <br />138O FROST AVENUE NIAPLIEAV'OOI), MINNESOTA 55109 <br />OFFICE OF CITY MANAGER <br />770 -4525 1777 /V1Y <br />Charles Weaver, Chairman <br />Metropolitan Council <br />300 Metro Square Bldg. <br />7th & Robert Streets <br />St. Paul, MN 55101 <br />Dear Mr. Weaver: <br />March 2, 1981 <br />RE: Storm Water Runoff <br />At the meetings of the Physical Development Committee including the one <br />on February 26, the chairperson of that committee has persisted in <br />stating that the suburbs requested metering of the runoff. <br />This is incorrect, what did occur was when the suburbs protested the <br />assuming of St. Paul's burden and pointed out that among other things <br />that there was no accurate way of telling where the water sources were, <br />then it was stated, "O.K. we will meter the flow." <br />Now should the suburbs be stuck with a burden caused by St. Paul, then <br />metering might be preferable to wild guesses. However, it should be <br />clearly understood that the proposed metering will not provide an accurate <br />basis for a charge. At least as far as Maplewood is concerned the pro- <br />posed metering is a waste of the public's money. <br />Inasmuch as our time before the Physical Development Committee was con- <br />stantly limited, and we had to address the larger issue, we may not have <br />clearly addressed this matter. Nevertheless, neither the City Council <br />of Maplewood or I have ever requested metering. Parenthetically, I might <br />add, we were never asked. <br />I believe it is understood that we oppose the whole matter of diverting <br />costs caused by St. Paul to our residents, and my recommendation to Council <br />will be to take whatever legal action is appropriate. <br />BRE:vl <br />St erely, <br />0 <br />Barr vans <br />City :nager <br />1C? <br />
