MINUTES <br />CITY COUNCIL <br />JUNE 28, 2006 <br />properties or prevent Chem from developing. Keis stated that it appeals it <br />doesn't. <br />Keis asked for an explanation of Lots 1 and 2. Johnson noted that Lots <br />and 2 are the subdivision of 3032 LaBore Road into two lots. Blesener <br />asked if the back of 3032 LaBore Road would be divided off into the <br />wetland and park areas that area proposed. Johnson stated that Chat is <br />correct. He also noted that proposed Outlot A would be combined with <br />Lot 3. <br />Johnson reported Chat he has discussed his concept with Larson <br />Engineering, and that firm would address the run-off issues. Johnson <br />further reported that he has contacted Che Watershed and was informed <br />that Chey are changing their guidelines effective September I51. Given the <br />new guidelines, Johnson stated ChaC if he does not have the plat finalized <br />by Chat date, it will not happen. Johnson reported that Che Watershed <br />informed him that after September 131 he will not be able to put any <br />holding ponds in any of the dry areas. Without holding ponds, he would <br />have to pursue other more expensive options. <br />The City Administrator reported that the Watershed will be implementing <br />new water quality standards and will be taking their policies to ordinance <br />form. These new water quality standards will not allow run-off to be <br />directed into wetlands without first being treated. <br />LaValle felt that Johnson's concept was a good one, but informed Johnson <br />that the City will proceed very cautiously through the platCing process to <br />ensure that there are no negative impacts to surrounding properties. <br />LaValle pointed out the impacts that occurred to the Sculley property over <br />the last 25 years as a resulC of surrounding developments. <br />Johnson agreed that he did noC want to negatively impact any surrounding <br />properties. He noted Chat there are wetland delineations for the area on <br />record. <br />Blesener asked about the storm water work being done in conjunction with <br />the Unweave the Weave project and asked about the impacts Co this area. <br />The City Administrator reported that the City has requested and will pay <br />for additional storm water work to take run-off from Maple Leaf Court <br />and the Vadnais Heights aparCments on County Road D and divert Chis <br />run-off from the LaBore Road area into the Unweave the Weave storm <br />sewer system. <br />John Sculley, 3000 LaBore Road, stated thaC he is concerned about Che <br />run-off from this potential development and indicated that he does not <br />6 <br />
