MINUTES <br />CITY COUNCIL <br />JUNE 28, 2006 <br />REVIEW - ten (10) single-family lots. The City Planner and the Planning <br />3032, 3040, Commission have recommended approval of the Concept subject to <br />AND 3046 several conditions. Blesener noted that the issues of concern prima~•ily <br />LABORS relate to the handling of storm water run-off, drainage, wetland <br />ROAD - mitigation, the developer's desire to dedicate excess property as <br />JOHNSON park land and how that park land would be accessed. Blesener a]so noted <br /> the revised concept diagram submitted after the Planning Commission <br /> which proposes the platting of several outlots abutCing the Walter StreeC <br /> lots located in the City of Maplewood. <br />Pat Johnson, 3032 LaBore Road, reported that the new concept diagram he <br />submitted since Che Planning Commission meeting eliminates one lot, <br />bringing the proposed ]ot number down to nine. Johnson indicated that <br />the cut-de-sac length proposed remains at 500 feet. Johnson reported that <br />he had considered extending the cut-de-sac to a length of 580 feet, <br />however, did not given Che potential for additional wetland mitigation. <br />Johnson noted that the Watershed requires an average setback of 75 feet as <br />a buffer Co a wetland. Johnson reported ChaC the Watershed indicated the <br />proposed park area could be used in calculating Chat average 75 foot <br />setback. <br />Blesener noted that this is a ConcepC Review only and there is a lot of <br />work that will have to be done prior to a Preliminary Plat review. <br />Blesener stated Chat he understands the concerns of Che neighborhood <br />which were voiced at Che Planning Commission meeting which centered <br />on the contro] of run-off within this property so that if does not adversely <br />affect neighboring properties. Blesener pointed out Chat the proposed park <br />is not a part of the City's Park Master Plan, and Chis Park Commission will <br />have to decide whether or not they want the park, and if so, how iC will be <br />accessed. <br />Blesener stated that it is his understanding that Mr. Johnson desires to sell <br />the outlots to the adjacent Maplewood property owners. Blesener stated <br />that he did not see the motivation for these property owners Co spend a lot <br />of money for these IOCS. <br />Blesener stated that he believes this area will develop some day, and he <br />did not feel the Johnson plan was a bad one. However, there are a lot of <br />questions that need to be answered. <br />Keis pointed out that this is only a concept review, and agreed that there <br />are a lot of questions that will need to be answered before this proceeds to <br />the next step. Keis noted that there is a lot of vacant property in this area <br />and one question is whether this concept would landlock any other <br />
