CITY ORGANIZATION AND PROCEDURE <br />Chapter 217 <br />217. Health and Public Safety Commission <br />217.010 Commission Established. There is hereby established for the City a Health and Public Safety <br />Commission. <br />217.020 Duties. The Health and Public Safety Commission shall assist and advise the City Council in all <br />policy matters relating to public safety and solid waste in the City of Vadnais Heights as follows: <br />(1) Annually, and on a long -term basis, review police, fire, paramedic and EMT medical <br />response, animal control, emergency management, traffic, and other street /trail safety - <br />related concerns in the City and report recommendations, if any, to the Council. <br />(2) Review and recommend procedures to the City Council to promote the collection and <br />recycling of solid waste and yard waste that the City must accomplish in order to meet or <br />better the State Waste Management Act, Minn. Stat. § 473.803, suhd. 1., and the Ramsey <br />County Solid Waste Management Plan adopted February 23, 1987. The objectives of these <br />Acts and Plans are to reduce the use of landfills for disposal of solid waste and to make <br />each resident of the State /County/City aware of the need to reduce the quantity of articles <br />reaching the refuse stream. The Commission should attempt to provide the most cost - <br />effective pickup service of solid waste and recycling that takes into consideration safety and <br />minimal wear on streets within the City. The Commission, with the assistance of the public <br />service staff, shall plan spring and fall clean -ups for the community. The commission shall <br />also propose, recommend, and advise the Council on other matters of general environmental <br />safety concerns within the community, <br />(3) Assist the public safety agencies in the development of management information and <br />communication systems. <br />(4) Annually sponsor Minnesota Night to Unite event(s) on the first Tuesday of August and <br />assist in communicating public safety messages to community through various modes of <br />communication. <br />(5) Advise the Council on any and all matters referred to it by the Council. <br />217.030 Membership, Terms and Removal. The Health and Public Safety Commission shall consist of not <br />more than seven (7) members to be appointed by the Council. Four members shall constitute a <br />quorum. Each member of the Commission shall be a resident of the City who does not hold any <br />elective or appointive public office. Civil Service employment does not constitute public office. <br />A Fire Department representative, Ramsey County Sheriff's Department, representative, the <br />City's paramedic service provider representative, and the City's Emergency Management <br />Director shall be ex- officio members of the Commission, but shall not be entitled to vote on <br />matters. All members shall be appointed by the City Council for three (3) year terms, and <br />vacancies shall be filled for the remainder of the term of office which is vacated, Any member <br />may be removed by the Council for cause duly found. <br />217.032 Alternates. The Council may appoint no more than two (2) alternates to the Commission. Such <br />alternates may attend and take part in the Commission meeting but shall have no vote, provided <br />that if one (1) or more regular members is absent for any meeting, then an alternate (in order of <br />seniority if more than one (1)) may sit with all the privileges of a member for that meeting only. <br />217.040 Meeting Dates. The Commission shall establish its own meeting dates, but shall meet at least <br />eight (8) times a year and participate or sponsor other various activities throughout the year. <br />217 -1 <br />29 <br />
