should be able to keep almost everything inside with the exception of a few different <br />stockpiles and the salt storage building. But all equipment would be housed inside. <br />There are no structures currently on the site so no demolition would he necessary and the <br />soils appear to be ok, but we don't have solid information on that issue. The current <br />owner was unwilling to sell a piece at the northeast comer of Spruce and Country Drive <br />so it is unknown if they would be interested in selling the entire parcel. A new public <br />works building would qualify as a "public purpose" if eminent domain were to be <br />considered. <br />5. Buck Blacktop Site — 32 South Owasso Blvd. W <br />4.2 acres <br />2013 Ramsey County EMV: $679,200 <br />We have discussed this site in the past as a potential match. It has had various code <br />enforcement issues in the past and this could be a way of cleaning up the property. There <br />is a building on the site currently that would have to be demolished. The soils should be <br />ok and there is plenty of room. The parcel may be easier to screen than some of the other <br />options as it sits between industrial property to the east and commercial property to the <br />west. The location is good for from an operations standpoint. It is not known if the <br />owner would be a willing seller at this point. <br />6. R &S Automotive Site — 38 Woodlyn Ave. <br />2.17 acres <br />2013 Ramsey County EMV: $783,100 <br />R &S Automotive has asked the city if it would be interested in purchasing its property. <br />We have no idea as to how serious they were or what price they would be looking for. <br />They own the parcel their building is on and the parcel directly south of it. Combined, <br />the parcels are 2.17 acres. We could also consider vacating the 50' stretch of right -of- <br />way abutting the property to the west to make the site a little bigger. This site has <br />potential and is in a good location. Access to Rice St. may be difficult at certain times of <br />the day but that is a minor issue. The soils are believed to be pretty good on this site. <br />There are three buildings on the site and none of them are in good enough condition to be <br />salvaged so they would have to be demolished. Screening and storage should not be <br />problematic. <br />7. Preferred Site: Schreier Site — South Owasso Blvd. and Spruce St. <br />3.1 acres <br />2013 Ramsey County EMV: $480,900 <br />The soils have been found to be very poor, but the location is a great fit for public works <br />operations on this 3.1- acre site. One possibility here is to use the extra land to enhance <br />storm water storage and treatment for the entire Ryan Industrial Park. The storm water <br />issues will have to be dealt with at some point and there may be an opportunity to use this <br />site to aid in those improvements. <br />3 <br />
