particularly with overnight loading of trucks during winter de -icing events (they have had <br />issues with Precision), and the ability to use the existing building efficiently. This site <br />has been discussed in the past. Precision has previously asked us about the possibility of <br />purchasing the property, but we believe their asking price will he appreciably higher than <br />the EMV amount, and we are not sure if they really want to sell. <br />2. City -owned parcels on Twin Lake Blvd. <br />4.63 acres <br />2013 Ramsey County EMV for both sites combined: $478,200 <br />The City already owns these two parcels and there are currently no prospects for <br />development on them. (With the housing market heating up again, that could change.) It <br />is a challenging site for housing development given its proximity to Five Star Mobile <br />Home Park and grade differentials to Twin Lake Boulevard. The two sites combined are <br />more land than we probably need for a facility but we can explore options for any extra <br />land. The site does sit in a residential area and is in the extreme northwestern corner of <br />the City. City staff would have to drive through Vadnais Heights in order to get to and <br />from the building. The proximity to the mobile home park and single family houses <br />could be problematic when you consider noise and odor concerns. Since the property is <br />already City- owned, the only costs would be for the building itself. <br />3. Former Brings Onion Site <br />2.55 acres (potentially 1.33 more if the property to the north is considered) <br />2013 Ramsey County EMV: $850,000 (additional 275,000 for the site to the <br />north) <br />The former Brings Onion parcel has been vacant for a few years now and the City is not <br />aware of very much interest in the site by private developers. The site could work for a <br />public works facility. The soil conditions are unknown but they shouldn't be as poor as <br />the preferred site. The site would be in close proximity to the parks so building space to <br />accommodate the Parks Department could be considered. If the piece to the north were <br />included there would be direct access to Pioneer Park. The area is somewhat residential <br />in character with single - family homes across Centerville and Montreal Courts to the east <br />and south. The site could be set up to screen off everything outside and keep operations <br />tucked away from the homes. It is unlikely that any of the existing buildings could be <br />salvaged so there would be considerable demolition costs. <br />4. Spruce & Country Drive Site <br />2.66 acres <br />2013 Ramsey County EMV: $463,500 <br />This site is 2.66 acres right on the corner of Spruce St. and Country Drive. It has a <br />billboard located in the northwest corner of the property but still has plenty of room for a <br />facility. The issues with this site are the same as the issues with the Schreier site. Both <br />have been discussed in the past as potential sites but it has always been felt that a public <br />works facility would not be the highest use for either property.
