Owasso Blvd. <br />Dear Mr. Chlebeck: <br />Your October 27, 1982 letter to Mr. Michael Marttila concerning the striping <br />on Rice Street has been referred to me for response. We have also received <br />several complaints about the recent striping - -from both the Roseville and <br />Little Canada sides of the street. <br />The cause of the complaints has to do with an apparent misunderstanding about <br />the way in which left turns were going to be handled. The business people we <br />have heard from apparently thought Rice Street would be striped with a two -way <br />left turn lane similar to Lexington Avenue. While we considered that scheme <br />of striping as an alternative, we decided against it in this case. That deci- <br />sion was made early in the project development process and we have always <br />intended to stripe the road as is since that time. <br />The City of Little Canada approved the preliminary plans for this project on <br />March 8, 1978, which showed the existing striping except in the vicinity of <br />the Market Place Shopping Center. In that area, the preliminary plans showed <br />a left turn lane for northbound traffic at Maple Lane. The decision was made, <br />however, to not stripe that left turn lane, but instead, to stripe a south- <br />bound left turn lane at the Market Place entrance. That decision was based <br />upon expected higher turning demand for the shopping center. <br />On a street like Rice Street with so many accesses, it is impossible to pro- <br />vide separate left turn lanes for everyone. We felt the safest plan was to <br />stripe exclusive left turn lanes at the major public streets and as many inter- <br />mediate commercial accesses as possible. Below is a summary of the left turn <br />lanes that were striped between Demont Avenue and So.
