The RSWCD is in a unique position <br />to collect and coordinate resource data, much of which is in its possession; and <br />is qualified through experience in Ramsey County to use that information in plan- <br />ning for surface water management. The District at present is staffed to carry <br />out its present functions efficiently, and therefore if a WMO should require <br />additional staff time, additional funds would be needed from Chapter 509 planning <br />operation. Often this can be done with temporary employees or student internships. <br />Chapter 509 requires that any Water Management Organization will prepare a <br />plan which will contain specific information on existing physical environment, <br />present and future land use, existing and expected problems with the hydrologic <br />system; and which will state objectives and policies for protection of natural <br />characteristics and water quality. The Ramsey Soil and Water Conservation <br />District has much of this information already at hand, and is in a position to <br />collect still more information quickly and coordinate the various elements into <br />a plan. <br />The District now possesses the following information, and can provide it on <br />reasonably short notice to aid units of government in the process of planning <br />for surface water management: <br />. General soils maps, including soil properties <br />interpretations, and erosion potential. <br />. Maps of current land use in Ramsey County. <br />. Phosphorus production based on land use maps. <br />. Topographic information. <br />. Watershed and subwatershed boundaries. <br />. District- compiled and - published wetland inventories for the <br />communities of White Bear Lake, White Bear Township, North <br />Oaks, Shoreview, Mounds View and Maplewood. <br />The District has preliminary data on the following topics, and can continue <br />compiling and coordinating, given some notice and augmentation of staff: <br />. Unique landscape features. <br />. Critical erosion areas. <br />• <br />
