S0. <br />SAVAGE, MINNESOTA 55378 <br />CITY HALL 612/890.1045 <br />Home of Oan Patch <br />MEMO <br />TO: <br />FROM: <br />RE: <br />December 2, 1982 <br />Members of the Metropolitan Losers" Group <br />Hank Sinda <br />Lobbying for Change in State Aid Formula <br />The Losers' Group met on Tuesday, November 30, and by concensus <br />agreed to formally organize the group by establishing officers and <br />a budget to cover expenses (clerical, typing, postage, etc.) <br />The purpose of the organization, as you know, is to deal with the <br />inequities of fiscal disparities and state aid. In order for us <br />to continue in that pursuit, we are requesting that each city <br />contribute dues in the amount of $100 per year. The objective is <br />not to build a long lasting, ongoing organization, but to disband <br />after achieving our goals. We appreciate your assistance in this <br />effort. <br />Secondly, please ask your council to review and adopt the sample <br />resolution that is enclosed. As you may well understand, provisions <br />of this resolution are not "cast in stone," nor do they represent the <br />precise opinion of each member city. They do, however, represent a <br />starting position for negotiation with the Legislature. <br />It is important that these resolutions be returned to us by Dec. 31, <br />1982 so that they may be used as a tool to take co the Legislature. <br />We ask, also, that group members sit down with senators and <br />representatives in their district, show them the resolution, explain <br />the problems at hand, and ask for their support. <br />The Losers' Group will soon make arrangements to have a bill drafted. <br />We, along with representatives from the Association of Small Cities, <br />will then schedule a special lobbying breakfast in January, a unique <br />opportunity to muster the support of legislators while introducing the <br />bill. <br />For utmost effect, it is imperative that each city send representatives <br />to the breakfast and, prior to that, do whatever possible to solicit <br />attendance and support of district legislators. Additional information <br />in regard to the breakfast will be forthcoming. <br />If you know of any Legislators willing to sponsor or co- sponsor such a <br />bill, please let us know. Please call my office if there are any <br />questions, and I would be happy to discuss them with you. <br />
