Keis asked if the liquor businesses already did server <br />training. <br />McMillan reported that the training is not mandatory for the serving of <br />beer and wine. Duray indicated that server training is typically required <br />by the insurance company providing liquor liability insurance. <br />Keis asked the gentleman present who did server training if he was aware <br />of the liquor license fees being charged by smaller cities. He was not. <br />Blesener asked if Duray knew why the State increased the 2 a.m. liquor <br />fee so dramatically. Duray felt it was another revenue source for the State. <br />Duray stated that the liquor business owners in Little Canada all enjoying <br />owning and operating businesses in Che City. Duray indicated that he <br />contacted some other cities to determine how liquor license fees are based, <br />and noted that some base their fees on square footage while others base <br />fees on occupancy loads. Duray felt that occupancy was the most <br />equitable for smaller businesses. Duray also felt that applying a license <br />fee credit for server training would be apro-active measure on the City's <br />parC. <br />The Council discussed tabling this matter pending further research and <br />analysis by City staff on the option of basing liquor license fees on <br />building occupancy or square footage of serving areas. The City <br />Administrator noted that basing the fee solely on building square footage <br />may not achieve the fairness that the Council is looking for given outdoor <br />activities such as the broomball/sand volleyball court that Gordies has. <br />It was suggested that this matter would likely be brought back to the <br />Council in May for further consideration. <br />Keis suggested that perhaps the City needed to develop a policy on fees in <br />general. The City Administrator noted that the past direction has been to <br />base fees on levels comparable to those charged by surrounding cities. <br />The Council discussed whether the consensus was to have no increase in <br />the On-Sale Liquor License fee and On-Sale Wine License fee at this time. <br />There was no apparent consensus with the indication that more <br />information was needed before a decision should be made. <br />Mr. LaValle introduced Che following resolution and moved its adoption: <br />RESOLUTION NO. 2006-3-56 -CONTINUING THE PUBLIC <br />HEARING AND TABLING ACTION ON THE PROPOSED <br />INCREASE IN ON-SALE LIQUOR LICENSE FEE AND ON-SALE <br />4 <br />
