MINUTES <br />CITY COUNCIL <br />MARCH 8, 2006 <br />*APPROVING OF REVISED ASSESSMENT AGREEMENT AND <br />RIGHT-OF-ENTRY AGREEMENT/AMENDMENT TO PURCHASE <br />AGREEMENT FOR THE VILLAGE LLC AS RECOMMENDED BY <br />THE CITY ADMINISTRATOR AND AUTHORIZING THE MAYOR <br />AND CITY ADMINISTRATOR TO EXECUTE THE AGREEMENTS <br />ON BEHALF OF THE CITY; <br />*CALLING FOR A WORKSHOP MEETING RELATIVE TO ACTION <br />PLANS FOR 2006 GOALS FOR WEDNESDAY, APRIL l2, 2006, AT <br />6:00 P.M. <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />MOTOR The City Administrator reported that the League of Minnesota Cities <br />VEHICLE and the Association of Metropolitan Municipalities is asking cities to <br />SALES adopt a resolution of support for a constitutional amendment to dedicate <br />TAX all existing motor vehicle sales Cax (MVST) to CransporCation purposes. <br />DEDICATION The Administrator reported that during the late 1980's the Legislature <br /> dedicated MVST revenue Co highways and transit intending Co supplement <br /> other transportation funding. However, this dedication was periodically <br /> changed or suspended due to shortages in the State's general fund. There <br /> is now a push to rededicate the funding to transportation purposes given <br /> the tremendous need in the area. It is anticipated that this would generate <br /> an additional $300 million each year. The Administrator reported that <br /> there is some conCroversy with the proposed dedication based on <br /> metropolitan and out-SCaCe needs when transit is factored in. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-3-59 -SUPPORTING THE <br />CONSTITUTIONAL AMENDMENT FOR MOTOR VEHICLE SALES <br />TAX DEDICATION TO TRANSPORTATION AND AUTHORIZING <br />THE MAYOR AND CITY ADMINISTRATOR TO EXECUTE THE <br />APPROPRIATE RESOLUTION DOCUMENTS <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />FLEXIBLE The City Clerk reported that approximately six months ago the Council <br />SPENDING implemented a Flexible Spending Account benefit for City employees <br />6 <br />
