NORTHWEST ASSOCIATED CONSULTANTS INC. MEMORANDUM TO: Little Canada Mayor and City Council FROM: Brad Nielsen DATE: 23 November 1982 RE: Proposed MWCC Sewer Interceptor FILE NO: 758.09 (82.30) BACKGROUND As you are aware, the Metropolitan Waste Control Commission (MWCC) has proposed to construct a new interceptor through Little Canada. The City Clerk has sent out letters of notice to all property owners whose land is potentially affected by construction of this facility. Our office has been asked to address the proposal as to how it may impact existing and future development from a planning perspective. For the most part, our review consists of listing areas of concern and raising questions to which the MWCC should respond. The proposed interceptor routing is divided into five segments which are illustrated in the attached graphic. This report references those indivi- dual segments. AREAS OF CONCERN A. Segment 1 and East 2 of Segment 2. Although this portion of the project is not located in Little Canada, it does cut through (under) Spoon Lake which shares water with Gervais Lake. Presumably in this era of in- creasing environmen..al awareness the MWCC has addressed the issue of water pollution. What precautions are taken to prevent such pollution to lakes and wetland areas? B. West %Z of Segment 2 and Segment 3. Much of this portion of the project (westward to Greenbriar Circle) involves tunneling beneath County Road 32. It has been brought to the City's attention that recent street and utility improvements may have left County Road B2 in an unsatisfactory condition. Possibly the City may wish to address those problems in con- junction with the sewer project so as not to duplicate effort.
