Sept. 22, 1982 <br />T0: City Council <br />FROM: Ed Locke <br />RE: Filling at 2889 & 2901 Payne Ave. <br />The land fill ordinance states that 100 cubic yards or less does not need <br />a permit. Ch. 70 of the.UBC states that "No person shall do any grading <br />without first having obtained a grading permit from the Building Official, <br />except for the following: <br />9. " A fill less than Lfoot in depth and placed on natural terrain with <br />a slope flatter than five horizontal to one vertical, or Less than 3 feet <br />in depth, not intended to support structures, which does not exceed 50 <br />cubic yards on any one lot and does not obstruct a drainage course." <br />In review of the ordinance, a permit is needed for over 100 cubic yards <br />of fill. The amount of fill hauled onto the lots is around 100 cubic <br />yards per lot. No building is planned to be built on the fill. The <br />fill is less than 3 feet in depth. Also, taking into consideration the <br />fact that Payne Ave. is built higher than all the land, the Council and <br />Engineer approved of the drainage and site plans and determined that a <br />land fill permit was not needed. I met with Ewald Seise at the site and <br />from the looks of the rough grading the swail was installed by Mr. Garske, <br />and everything was in order. <br />On Sept.22, 1982, Ewald inspected the swail for drainage. The Engineer <br />will decide if it is acceptable. <br />_'. H <br />
