TWO -MAY CAPACITY Group W shall initially activate a two-way capable system. SECTION 4. FACILITIES Group W shall construct its facilities as set forth in its proposal to the City. SECTION 5. SPECIAL CHANNEL AND ACCESS REQUIREMENIS The System shall carry broadcast stations, an emergency override channel and 17 special access channels including public (2), educational, government, leased (5), regional, religious, senior citizens, library, higher education, public school (2), and a private school access. The franchise details specific access rules which must be developed by Group W. SECTION 6. It TrrunCtlL NETWORK The System shall include a separate institutional network which will permit 38 separate television channels to be sent to each institution and 16 channels to be returned. SECTION 7. SERVICE TO POR►T.TC BUILDINGS AND EDUCATIONAL D STTIVFION8 Group W will provide institutional network service to at least 83 institutions listed in Section 7 of the franchise. SECTION 8. INIDCFICN The System serving the cities of Arden Hills, Falcon Heights, Lauderdale, Little Canada, Mounds View, New Brighton, North Oaks, Roseville, St. Anthony and Shoreview shall be completely interconnected. The System shall also be constructed so that other systems now or hereafter constructed in any area adjacent to the System may be interconnected. SECTION 9. NARRCACASTING The System shall be capable of sending programs to each community separately so that the residents of one community may view a given program while at the same time, residents of another community may watch different programming at the same time on the same channel. SECTION 10. REGIONAL CHANNEL The standard VHF channel 6 is designated for uniform regional channel usage. -3- (>
