ARTICLF IV. SERVICES AND PROGRAMMING, SUBSCRIBER <br />CONTRACTS, COMPLAINTS <br />SECTION 1. SERVICES AND PROGRAMMING <br />Programming shall be provided as specified in the proposal of Group W. <br />Programming shall be added and deleted pursuant to the procedures of Section 1. <br />SECTION 2. usnsaRunics OF SERVICE AND COMPLAINTS <br />Service shall not be interrupted unless absolutely necessary. If ser- <br />vice is interrupted for more than 48 hours, subscriber shall be credited pro- <br />rata for such interruption. An office shall be maintained in the area and shall <br />be capable of receiving complaints and requests for repairs or adjustments at <br />any time seven days per week. This section further details subscriber complaint <br />procedures. <br />ARTIrr,F V. CONSTRUCTION, INITIAL SERVICE AREA, LINE EXTENSION AND <br />CONSTRUCTION STANDARDS <br />SECTION 1. INITIAL SERVICE AREA <br />All areas containing dwelling units within the city shall be <br />constructed as the initial service area. <br />SECTION 2. LINE EXTENSION POLICY <br />Service shall be extended to those areas not in the initial service <br />area pursuant to the formula of Section 2. <br />SECTION 3. CO STRX.TICW TIMETABLE <br />Group W shall construct substantially all areas of the-initial service <br />area which contain dwelling units within eighteen months of the granting of the <br />State Certificate of Confirmation. Delays in construction shall result in <br />penalties provided by the franchise. <br />SECTION 4. CCNS'TR CTICN STANDARDS <br />Group W shall comply with all construction standards of the franchise <br />as well as all applicable laws, ordinances, rules, regulations and codes, <br />federal, state and local. <br />SECTION 5. CONDITIONS ON nSF <br />Group W may not, in its construction of the System, interfere with any <br />gas, electric or television fixture, water hydrant or main, or sewer line. <br />-4- <br />
