"On sale wine licenses" shall mean licenses authorizing the <br />sale of wine not exceeding 14% alcohol by volume, for <br />consumption on the licensed premises only, in conjunction <br />with the sale of food. <br />(b) License Application. Any person desiring a special " <br />license" shall make his verified application in writing to the <br />and shall file the same with the City Clerk.
