INTRODUCTION <br />Within the past five years, three roads in the City of Little Canada have, by mutual <br />agreement of the City and County, been removed from County jurisdiction. The <br />jurisdictional exchange of these roads, Jackson Street, Lakeshore Drive and County <br />Road C, was prompted by the decreasing importance of the roads in the County <br />transportation system. Ramsey County has also examined the need for Canabury Drive - <br />Viking Drive in the City of Little Canada to be under the County's jurisdiction. <br />DESCRIPTION <br />Viking Drive - Canabury Drive (County Road 144) from Rice Street (T.H. 49) to Demont <br />Avenue is located in the City of Little Canada (see Project Location Map, Figure 1). <br />This 1.19 mile section of bituminous roadway is 20 feet in width with gravel shoulders. <br />The right -of -way width is 66 feet. <br />Maintenance responsibilities were transferred to Ramsey County via an agreement (copy <br />attached) signed in February, 1968. The agreement states ownership and major <br />maintenance operations are under State jurisdiction. <br />Within the area bounded by T.H. 36, County Road C, Rice Street and I -35E, there are <br />two roads under County jurisdiction which are functionally classified as local roads: <br />County Road B2 and Demont Avenue (see Functional Classification Map, Figure 2). <br />Another road within this area, Viking Drive - Canabury Drive, is under the jurisdiction <br />of the Minnesota Department of Transportation, and is functionally classified as a local <br />road. Other roads within the area are under City jurisdiction. <br />The existing traffic volume for Viking Drive is 1,200 east of T.H. 49 (Rice Street) and <br />725 north of County Road B2 (see Traffic Volumes Illustration, Figure 2). For year <br />2000, volumes on Viking Drive are projected at 1,600 ADT east of T.H. 49 (Rice Street) <br />and 1,000 ADT north of County Road B2. <br />Land use within the vicinity of Viking Drive is a mixture of commercial, public and <br />residential (see Land Use Map, Figure 3). The area is bisected by a Soo Line Railroad <br />track. Commercial development is clustered along Rice Street and Little Canada Road. <br />There are multi - family residential areas along I -35E accessible by Viking Drive, County <br />Road B2 and Demont Avenue. Two schools are located within the area, Capitol View <br />Middle School and Kellogg High School. Other land use is single- family residential. <br />JURISDICTION <br />Viking Drive - Canabury Drive borders I -35E and T.H. 36. It was constructed in conjunction <br />with the construction of those two highways on Minnesota Department of Transportation <br />(Mn /DOT) right of way and serves as a frontage road. <br />The road is under the jurisdiction of Mn /DOT. Major maintenance tasks are the <br />responsibility of the State. Routine maintenance responsibilities were, however, <br />transferred to Ramsey County via an agreement (copy attached) signed in February, <br />1968. Alteration of these responsibilities will require revision of this agreement entered <br />into by the State and Board of County Commissioners. <br />
