-2- <br />COMPREHENSIVE PLAN RECOMMENDATIONS <br />There is overlap between local and collector functional classification and jurisdictional <br />classification. The County and cities both have collectors and locals under their <br />jurisdiction. Ramsey County Comprehensive Plan, 1980, recommends that roads which <br />are functionally classified as locals and are under County jurisdiction should be reviewed <br />for their contribution to County residents. The County believes that roads which do <br />not perform a County function, as most local roads do not, are more appropriately <br />administered by local (municipal) jurisdictions. If Viking Drive - Canabury Drive, <br />therefore, is appropriately classified as a local road which does not perform a function <br />within the County road network, a recommendation can be made that it should be <br />removed from the County's jurisdiction. <br />FUNCTIONAL CLASSIFICATION <br />Viking Drive is classified currently as a local road. According to the Metropolitan <br />Council's functional classification criteria,. which Ramsey County's Comprehensive Plan <br />has adopted, local roads are within neighborhoods and collectors are on edges or within <br />neighborhoods. Collectors connect neighborhoods within and between subregions. Locals <br />connect blocks within neighborhoods. Collector spacing is recommended at 0.25 to 1.0 <br />miles and local spacing at one block. <br />The Ramsey County Comprehensive Plan recognized a need for a road to be classified as <br />a collector within the area bounded by T.H. 36, County Road C, Rice Street and I -35E. <br />A recommendation was made in the Plan that Demont Avenue be classified as a collector <br />from Rice Street to Viking Drive. However, because of the land use along County <br />Road B2 and the higher existing and projected traffic volumes on that street, it would <br />be more appropriate that Demont Avenue retain its local classification and County <br />Road B2 be upgraded to a collector. Viking Drive serves residential land uses. There is <br />no access to Kellogg School from Viking Drive. The access to both Kellogg and Capitol <br />View Schools is from County Road B2. Viking Drive performs a function more appropriate <br />to the municipal, rather than the County, road system. <br />Recommendation: <br />The City of Little Canada and the Minnesota Department of Transportation should he <br />contacted to negotiate the jurisdiction of Viking Drive (CR 144) from Rice Street to <br />Demont Avenue to City jurisdiction including maintenance currently being performed <br />by Ramsey County. <br />KD /cim <br />10/6/82 <br />27 <br />
