MINUTES <br />Planning <br />Commission <br />July 1, 1982 <br />Jespersen Mr. DeLonais made a motion granting final approval to the Jespersen <br />Final Plat final plat subject to the recommendations of the City Engineer and <br />(Cont.) City Attorney. <br />Heather <br />Oaks <br />Shoreline <br />Ordinance <br />Mr. LeMay seconded the motion. <br />Motion carried 5 - 0. <br />Mr. Costa commented that the Heather Oaks proposal has been removed <br />from the agenda. <br />Mr. Costa commented that the Planning Commission and the Council should <br />have a joint meeting on the shoreline ordinance. <br />Mr. DeLonais commented that he has read the ordinance and has some <br />recommendations. DeLonais commented that the City must adopt such <br />an ordinance by November 8. Mr. DeLonais recommended that at the <br />pleasure of the City Council a meeting be set to discuss the proposed <br />ordinance. <br />Mr. LeMay asked if such a meeting had to be public or could just be <br />informal. The Planner replied that it could be an informal meeting, <br />but it does have to be public. <br />The Planner urged the Planning Commission to carefully review the <br />ordinance. The Planner commented on the problems the City is experiencing <br />with the zoning ordinance and felt that these problems were should <br />have been avoided as the Council and the Planning Commission reviewed <br />this ordinance word for word. <br />Mr. DeLonais commented that the situation with the Johanson screen house <br />is an odd case. DeLonais asked how the City could cover such cases. <br />The Planner commented that the City can't foresee all these things. <br />Mr. Costa commented that Little Canada is a unique community. Mr. LeMay <br />added that the citizens of Little Canada do not want it like other cities. <br />Mr. Nielson informed the Commission that the screen house did not even <br />meet the City's old ordinance. <br />Mr. LeMay stated that he wants to keep Little Canada a suburban community. <br />Mr. LeMay commented that everything is not either black or white, some <br />times there are gray areas. <br />Mr. DeLonais pointed out to the Planning Commission that when the Council <br />and the Planning Commission held joint meetings to work on the zoning <br />ordinance, there were very few members of the Planning Commission in <br />attendance. <br />Page -4- <br />
