Chlebeck <br />City of Little Canada <br />515 East Little Canada Road <br />Little Canada, Minnesota 55117 <br />Dear Mr. Chlebeck: <br />The Minnesota Legislature, during this last session, passed a <br />new law known as the LEVI bill. That bill established that all <br />areas of the metropolitan region must be covered by either a <br />watershed board or a joint- powers agreement among the government <br />agencies by December 31, 1983. If this were not done, the county <br />automatically becomes the Watershed Management Organization (WMO). <br />One of the areas in the metropolitan region not covered by a water- <br />shed is in southwestern Ramsey County, north of the Mississippi <br />River. Since your area of responsibility covers at least a portion <br />of this area, you are being invited to send a representative to a <br />meeting to be held at the Roseville city hall at 9:00 a.m., Thurs- <br />day, July 8, 1982. The address is 2660 Civic Center Drive and is <br />located at the intersection of Lexington Avenue and West County <br />Road C. <br />It would be greatly appreciated if you would attend or have a re- <br />presentative at the meeting. If this is not possible, please call <br />me to provide your respective of the matter and any information you <br />may have on the subject. <br />Decisions need to be made in the near future concerning this situa- <br />tion and it would seem that having the staff of the various agen- <br />cies discuss the matter and have a uniform recommendation would be <br />desirable. A copy of the Metropolitan Council draft of a policy <br />plan indicating their proposal for our area involved, is included <br />for your information. Please note that their approach would result <br />in the Vadnais area being combined with Minneapolis and St. Paul for <br />a single large area. Also, included, is a summation of the LEVI <br />bill prepared by the Metropolitan Council staff earlier this year. <br />It will also, hopefully, be useful in aiding you to understand the <br />bill and its potential impact upon you. <br />It would appear that there are no options of choice as to whether to <br />establish a WMO. There are, however, choices which the organizations <br />involved can make. Among these are the following: <br />(1) What should be the boundary divisions of this sub - <br />watershed? <br />Should there be a single large watershed or should the <br />watershed be divided into smaller, more natural flow areas? <br />
