July 2, 1982 <br />(2) What role should the WMO assume? <br />What you perceive as the WMO's authority, power, antici- <br />pated operating costs, operating procedures, funding techniques, etc., <br />are very important. <br />utilized? <br />(3) Should the joint - powers agreement or a watershed be <br />Each of these have various advantages and disadvantages. <br />Once these broad decisions are addressed, the matter of how to accom- <br />plish them must then be dealt with. Without having the three above <br />matters brought into better focus, however, this would be almost im- <br />possible to achieve. Additional meetings will be necessary to cover <br />such matters. <br />In order to develop a base of information to begin to understand the <br />situation, please bring a map showing what you think is the correct <br />boundary of land draining ultimately to the Mississippi River that <br />is not already in a watershed. <br />Once again, I cannot overstate the fact that I think it is very im- <br />portant for the staff of the organization to develop a clear under- <br />standing of the situation, the options available and to work together <br />to solve this common problem. It is the sort of situation that, if <br />aggressive action is not taken, the time involved in accomplishing <br />the various steps would be so great, it would be impossible to achieve <br />the desired results within the deadline. <br />I look forward to seeing you at the meeting of July 8, 1982. <br />Charles V.
