Chlebeck <br />Clerk, City of Little Canada <br />515 Little Canada Road <br />Little Canada, Minnesota 55117 <br />In reply please refer to: 319 <br />C.S. 6214 (TH 49 at Minnesota St.) <br />Traffic Signal Request <br />Dear Mr. Chlebeck: <br />We are sorry for the delay in response to your letter of March 17, 1982. <br />We did not forget about it, but have just completed our study this <br />past week. <br />We have reviewed the traffic volumes, accidents, and intersection operation. <br />This data indicates to us that a traffic signal is justified at T.H. 49 <br />and Minnesota Street. The earliest this traffic signal could be installed <br />would be in the summer of 1984. The limited funds the Department has <br />available have been committed to programmed projects until May 1983. <br />The Department is currently developing its 1984 -85 project program. We <br />will be submitting this project for programming. Again, because of limited <br />funding for safety improvement projects and the number of projects, the <br />projects must be prioritized. We cannot say, at this time, where this <br />project would fit in. <br />We find that we can't justify the city's request for a "No Turn On Red" <br />sign to be installed at the north intersection of Highway 36 and Rice Street. <br />This restriction would cause added delays for more motorists than it may <br />help. A recent count of the ramp traffic shows that during the P.M. peak <br />hour, 476 vehicles out of 591 turned right. If this movement were re- <br />stricted, longer green time would be required for this ramp traffic. This <br />would result in more delays and a less safe operation for all traffic <br />approaching the intersection. Compliance to "No Turn On Red" restrictions <br />has not been good even at intersections where the sign must be installed <br />because of conflicts. The law permitting right turns on red has been proven <br />to be a major saver of fuel. We cannot take this savings away from motorists <br />at a major intersection for something that may benefit only a few. <br />We will try to keep you informed on the status of the traffic signal project. <br />If you have any questions, feel free to contact us again. <br />Sincerely, D <br />7i <br />Mark R.
