• <br />To implement an organized collection system dedicated to landfill abate- <br />ment, the Advisory Council recommended a County controlled system. The <br />County would develop a solid waste management ordinance that would establish <br />organized collection, recycling and yardwaste collection districts; provide <br />flow control for a resource recovery facility; establish Countywide collec- <br />tion rates; and establish contracts with waste haulers and recyclers. A <br />municipality would be given the opportunity to maintain its own program if <br />equivelent to the County program. <br />The County controlled program recommended by the Advisory Council was <br />selected over the following: <br />* A mandatory municipal management program established through a County <br />requirement. <br />A voluntary municipal management program induced by County- sponsored <br />incentives. <br />* A voluntary municipal program induced by County incentives with a time <br />limit. In non - cooperating municipalities, the program becomes a <br />mandatory County management program. <br />2. Financing Abatement <br />A program of economic incentives is proposed as a means of tilting the <br />existing disposal oriented system towards abatement. The recommended level <br />of subsidy for landfill abatement is $22 per ton or the avoided cost of <br />transporting and disposing of solid waste that is realized when abatement <br />occurs. <br />The Advisory Council recommended that landfill abatement (in particular the <br />waste reduction, source separation and composting elements) be financed <br />from the waste management system and not through the County property taxes. <br />The financing systems which were considered include: <br />* Waste charges at landfills, <br />* Collection vehicle registration fees, <br />* Landfill abatement fees within organized collection contracts. <br />Any of these options could effectively finance the proposed County program <br />without increasing costs to consumers if a Countywide organized collection <br />system is implemented. <br />More conventional financing methods, such as revenue bonds, will be required <br />to finance the mass burning incineration and co- composting elements of this <br />proposal. These financing decisions will be deferred until a later time, <br />however, the organizational and financing framework established for the <br />other abatement programs will facilitate the implementation of either a <br />mass burning incinerator or a co- composting facility by: <br />* providing for flow control, and <br />* by providing a system -wide pricing structure capable of equalizing <br />tipping fees at landfills and resource recovery facilities. <br />5 <br />7 <br />
