CONCLUSION <br />The proposed mix of alternatives set forth in this proposal can reduce Ramsey <br />County's dependance on landfills by 60% to 65%. The recommended implementation <br />plan involves two key factors: a County controlled organized collection system <br />and a County sponsored abatement financing program. The preferred mix of alter- <br />natives and implementation strategies recommended by the Advisory Council are <br />flexible. The final chapter of this proposal is dedicated to potential contin- <br />gencies arising from the failure to meet one or more of the Advisory Council's <br />objectives. <br />Ramsey County, by virtue of the corporate and municipal resources available to <br />it, has the opportunity to develop the most complete landfill abatement program <br />in the country. Aside from this economic potential for landfill abatement, <br />Ramsey County also exhibits the strong sence of the civic and social commitment <br />required to implement landfill abatement programs. <br />7:3 <br />
