MINUTES <br />CITY COUNCIL <br />NOVEMBER S, 2006 <br />Exhibits A, B, and C which compared the impact on Little Canada <br />properties Co properties in other Ramsey County cities. <br />Blesener stated that for this reason, he would like to see Little Canada <br />decrease its budget levy even further to a level below 3.5%. The Director <br />anticipated thaC cutting an additional $11,250 would bring the net levy <br />increase To 2.9%. It was the consensus of the Council that a total budget <br />decrease of $30,000 should be made, bringing the net levy to 2.9% or less. <br />Blesener again noted that the second patrol car is not likely to go away. <br />The City Administrator agreed, but felt Chat the cost of Chat second patrol <br />car would likely be reallocated after the Unweave the Weave project is <br />completed. This reallocation will probably reduce Little Canada's costs <br />for this car. <br />The Director reviewed the right-of-way acquisition costs ($70,000) that <br />the City funded for both the extension of Nadeau Road and for additional <br />right-of-way for Condit Street. The Director pointed out that the initial <br />plan was to recover these funds through tax abatement. However, upon <br />further review, staff feels these costs should be absorbed by the <br />Infrastructure Fund. <br />The Director then reviewed the City's Capital Funds, reviewing <br />improvements proposed to be funded by the General Capital Improvement <br />Fund. These include such items as 2008 Comprehensive Plan Update, <br />replacement of fire station roof, upgrade to IP telephone, replacement of <br />an emergency management siren and the addition of emergency vehicle <br />pre-emption lights, repair of flooring in parks maintenance shop, <br />reconstruction of parking lot at Old Fire Hall, replacement of tennis courts <br />at Spooner and Pioneer Parks, purchase of a Tool Cat for more efficient <br />hail plowing and sweeping. It was noted that each of these capital <br />improvement items are subject to further review and analysis. Individual <br />projects would be presented to the Council for action during 2007. <br />The Finance Director then reviewed the 10% Fund as well as the <br />Infrastructure Fund. It was noted that staff is proposing that neighborhood <br />meetings be held relative to proposed improvement of Canabury Drive <br />(County Road B-2 to Demont) and Viking Drive (Rice Street to County <br />Road B-2). The City is proposing a realignment of the Viking Drive <br />intersection from Rice Street to Minnesota Avenue to improve Craffic <br />flow. The City has received a grant from the State relative to this project <br />and is pursuing County funds as well. The City Administrator noted that it <br />may be possible to include the Canabury Townhome request for City <br />improvement of their enhance drive and parking lot into these projects, if <br />
