NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />T0: Little Canada Planning Commission, <br />Mayor and City Council <br />FROM: Brad Nielsen <br />DATE: 26 March 1982 <br />RE: Borg, Paul - Rezoning and Conditional Use Permit <br />FILE NO: 758.09 (82.05) <br />BACKGROUND <br />Mr. Paul Borg has submitted plans for construction of a three - family <br />dwelling to be located on the lot south of his existing home at 110 E. <br />County Road B2 (see Exhibit A, attached). <br />Since the property is currently zoned R -1, Single Family Residential, a <br />rezoning is necessary to construct a triplex such as being proposed. <br />The R -2 District is the lowest use district in which a triplex could be <br />built, and then only by conditional use permit. Thus, Mr. Borg's request <br />is for rezoning to R -2 and a C.U.P. <br />As you may recall, this same request was reviewed in the Fall of 1980. <br />Since both the request background and planning issues were addressed at <br />that time, we have attached a copy of our staff report, dated 5 August 1980, <br />to this report for your review. <br />ISSUES AND ANALYSIS <br />A. The following comments relate to the issues raised in our previous <br />report: <br />1. Zoning. We previously recommended that the rezoning be approved <br />only if the lots to the north and south were rezoned at the same <br />time to avoid a spot zoning situation. At the time the request <br />was last reviewed, the City Council agreed with this position and <br />seemed willing to rezone all three lots.
