Little Canada Planning Commission, . <br />Mayor and City Council <br />26 March 1982 <br />Page Two <br />We still feel that the proposed R -2 rezoning is acceptable, as long <br />as all three lots are rezoned. We have suggested to the Borgs that <br />they contact the property owner to the south to see if he is willing <br />to have his property rezoned at this time. While Mr. Borg has sub- <br />mitted a letter to the City, dated 22 March 1982, which states that <br />his neighbor does not object, we have asked for something in writing <br />from the other owner. <br />If for some reason the other owner is unwilling to have his lot re- <br />zoned, it is suggested that the City approve the Borg application <br />at this time. With respect to the adjoining owner, the City will <br />have given him a reasonable opportunity for equal treatment. <br />Ideally, however, he will consent or even desire to have his pro- <br />perty rezoned. <br />2. Access. Since Jackson Street is scheduled for construction by the <br />City, the issue of access to Mr. Borg's south lot is no longer a <br />concern. <br />3. Utilities. Utilities will be installed with the Jackson Street <br />construction. The City Engineer should comment as to utility service - <br />extension for a triplex as opposed to a single family dwelling <br />(e.g., necessity for larger pipe, separate meters, etc.). <br />B. Proposed Site Plan. The applicant has submitted construction drawings <br />for the proposed triplex. These should be subject to review and approval <br />by the City Building Official. Exhibit E illustrates how the applicant <br />intends to place the building and parking area(s) on the site. (Please <br />note that we have added dimensions to the applicant's site sketch.) <br />The property generally slopes from the north side toward the southeast <br />corner. The applicant proposes to build the structure into the slope <br />in the northwest corner of the site. According to the applicant, there <br />is very little flexibility as far as where the house can be placed. <br />While this does not create a problem as far setbacks, we have some con- <br />cern about parking for the triplex. <br />The applicant proposes a two car garage with two additional spaces in <br />front of the garage. One additional space is provided on the side of <br />the driveway. Additional parking is provided at the south end of the lot. <br />No detail has been provided for the southerly parking area, since the <br />applicant is unsure as to City requirements. <br />
