NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission, Mayor <br />and City Council <br />FROM: Brad Nielsen <br />DATE: 30 April 1982 <br />RE: Flameburger - Proposed Lot Split <br />Hoggsbreath - C.U.P. Revision <br />FILE NO: 758.09 (82.10/82.11) <br />BACKGROUND <br />As you may recall, in the summer of 1981, Mr. Tom Durray, owner of the <br />Hoggsbreath Disco located on Rice Street, received approval of a conditional <br />use permit (C.U.P.) for an off -site parking lot. The parking lot was to be <br />located on Demont Avenue across from the Hoggsbreath and just east of the <br />7 -11 Store. The request was tied into a preliminary approved site plan for <br />the Flameburger Restaurant due to a desire on the part of both owners to share <br />access to Demont Avenue. <br />Mr. Durray has now requested permission to expand his off -site parking lot <br />into the vacant portion of the Flameburger lot. Bob Mattson has agreed to <br />sell the east 72 feet of his lot to Mr. Durray for the expansion. In order <br />to accomplish this, Mr. Mattson is requesting a simple lot division of his <br />property (see Exhibit A, attached). For further background, we suggest you <br />reference the following staff reports: <br />• Hoggsbreath Disco - C.U.P., Off -Site Parking Lot, dated 1 July 1981 <br />and 11 August 1981. <br />• Flameburger Restaurant - Building Permit and Variances, dated 29 May <br />1981 and 2 July 1981. <br />ISSUES AND ANALYSIS <br />Due to the relationship between the Hoggsbreath C.U.P. revision and the Flame- <br />burger lot split, we are addressing both requests in one report. <br />A. C.U.P. Revision - Parking Lot Expansion <br />1. As mentioned in the previous reports on this request, the off -site <br />parking lot presents a solution to an existing problem - lack of <br />parking for the Hoggsbreath Disco.
