NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission, Mayor <br />and City Council <br />FROM: Alan Brixius <br />DATE: 3 May 1982 <br />RE: Jespersen Estates Preliminary Plat <br />FILE NO: 758.09 (82.09) <br />BACKGROUND <br />Mr. Morris Jespersen has submitted a preliminary plat to subdivide his <br />property at the corner of Payne Avenue and LaBore Road (see Exhibit A). <br />The applicant has proposed eight lots from a 1.9 acre site. Both the site <br />and surrounding area are zoned "R -1 ", Single Family Residential District. <br />This area is included in the Allen Avenue Area Plan. The following <br />paragraphs evaluate the plat's consistency with the Allen Avenue Area Plan <br />and the Little Canada Subdivision and Zoning Ordinances. <br />ISSUES AND ANALYSIS <br />Existing Land Parcels <br />According to the Ramsey County Plat Map, Mr. Jespersen owns three parcels <br />of land at the corner of LaBore Road and Payne Avenue as shown on Exhibits <br />B and C. The proposed subdivision is located for the most part on Parcel <br />No. 260.02, however, Parcel No. 120.02, on which Mr. Jespersen's homeā¢is <br />located, overlaps into Lot 8 of the proposed subdivision. The boundary lines <br />of Parcel No. 120.02 have not been shown on the proposed plat. In an effort <br />to clarify the current location of property lines for both the proposed lots <br />and the existing land parcels, we recommend that all of Parcel No. 260.02 and <br />No. 120.02 be included in the proposed subdivision and numbered appropriately <br />as lots as shown on Exhibit D. This will clarify the boundary between Lot 8 <br />of Jespersen Estates and Parcel No. 120.02 and would also show that Parcel <br />No. 120.02 is a separate parcel from the balance of Parcel No. 260.02. <br />Blocks <br />The block created by the subdivision, including parcels with Mr. Jespersen's <br />home exceeds 800 feet in length. The Little Canada Subdivision Ordinance, <br />Section 1006.010 (a) states that in a block longer than eight hundred (800) <br />feet, pedestrian ways and /or easements through the block may be required <br />near the center of the block. <br />4820 minnetonka boulevard, s . <br />9 <br />ieapolis, mn 55416 612/925-9420 <br />
