Little Canada Planning Commission, Mayor <br />and City Council <br />3 May 1982 <br />Page Two <br />The Allen Avenue Area Plan concept that was approved has made no provisions• <br />for pedestrian ways through the longer blocks in this area of the City. The <br />subdivision provision addressing pedestrian easements through the longer <br />blocks places the requirement of such easements at the discretion of the <br />City. Since the provision for an Allen Avenue connection from Payne Avenue <br />eastward into the adjoining area was achieved in the Allen Avenue Area Plan, <br />the need for such a pedestrian easement is not viewed as being critical. <br />Lots <br />All new lots proposed in the Jespersen's Estates Plat meet the minimum lot <br />area, width and setback requirements established within the "R -1" zoning <br />district of the Little Canada Zoning Ordinance. The remaining balance of <br />Parcels 120.02 and 260.02 also each have sufficient area and width to comply <br />with the current City standards (see Exhibit 0). <br />The balance of Parcel 260.02 after the subdivision, creates a long narrow <br />parcel. The Allen Avenue Area Plan encourages long narrow parcels of land to <br />be combined to create new parcels that can be subdivided into buildable lots <br />that meet the current City Ordinances. The Area Plan (see Exhibit E) suggests <br />that the eastern portion of Parcel 260.02 should be combined with Parcel 013.04 <br />located to the east to create a tract of land that can be replatted into lots <br />that meet the current standards. Mr. Jespersen owns both of these parcels and <br />by combining them he will have sufficient area to accommodate another tier of <br />lots and the necessary street right -of -way for the cul -de -sac as proposed in <br />the Allen Avenue Area Plan. <br />For the convenience of Mr. Jespersen in the future subdivision of Parcel 013.04 <br />and the eastern portion of Parcel 260.02, we suggest that the eastern portion of <br />Parcel 260.02 be nlade•an outlot as shown in Exhibit D. This will simplify <br />combining the two parcels and allow Mr. Jespersen to sell Lot 10 as shown on <br />Exhibit D prior to subdividing the balance of his property. <br />Streets <br />All lots in the Jespersen Estates Subdivision have direct access to Payne Avenue <br />and the plat is consistent with the street system of the Allen Avenue Area Plan. <br />The County Plat Map (see Exhibit B) indicates that Payne Avenue has a 33 foot <br />right -of -way easement along Jespersen Estates. This right -of -way easement is <br />reduced to 10 feet for the south 220 feet of Payne Avenue, beginning at the LaBore <br />Road intersection. The easement reduction was made to accommodate the location <br />of Mr. Jespersen's house located on Parcel 120.02. The proposed plat indicates <br />a 30 foot street right -of -way along Jespersen Estates. The right -of -way re- <br />duction to 30 feet is necessary to allow for two tiers of lots that meet the current <br />City ordinances. The provided 30 foot street right -of -way along with the required <br />6 foot utility easement along the front of the newly created lots is sufficient <br />for the new residential development. <br />10 <br />
