.Little Canada Planning Commission, Mayor <br />and City Council <br />3 May 1982 <br />Page Three <br />During the preparation of the Area Plan there had been some discussion by <br />Mr. Valento and Mr. Jespersen of providing a cross street between Payne Avenue <br />and the proposed cul -de -sac that would serve Mr. Valento's property. The <br />proposed subdivision precludes any route for this street extension. <br />Easements <br />The easements indicated for each lot are consistent with the six (6) foot <br />utility easements required in Section 1006.040 of the Little Canada Subdivision <br />Ordinance. <br />Drainage and Soils <br />Ramsey County Soils Conservation Service is reviewing the soils and drainage <br />concerns involved in this subdivision. Their review and comments should be <br />considered prior to preliminary plat approval. <br />Public Utilities <br />Both municipal water and sanitary sewer are located along Payne Avenue and <br />are directly accessible to each of the proposed lots (see Exhibit G). <br />RECOMMENDATION <br />The proposed subdivision is consistent with both the Allen Avenue Area Plan <br />and the Little Canada Zoning and Subdivision Ordinances. Based on the plat <br />review, we recommend that the Morris Jespersen Estates Plat be approved <br />contingent on the following items: <br />• The balance of Parcels 260.02 and 120.02 should be included as Lots 9 <br />and 10 of the Jespersen Estates Subdivision to clarify the boundary <br />between Lot 8 of the new subdivision and Parcel 120.02. This would also <br />show that Parcel 120.02 is a separate parcel from the balance of <br />Parcel 260.02. <br />• The City should consider the need for a pedestrian easement through this <br />newly created block. <br />• Mr. Jespersen should consider platting the eastern portion of Parcel <br />260.02 as an outlot to simplify combining this land with Parcel 013.04 <br />if he chooses to subdivide this land in the future, as suggested in the <br />Allen Avenue Area Plan. <br />11 <br />
