Blesener noted that in some cases all the <br />blacktop area is necessary to meet parking requirements. <br />Duray asked what would trigger the stormwater ordinance requirements. <br />The Engineer replied that the reconstruction of a parking lot would be a <br />trigger whi]e an overlay of the parking loC would not. Any disturbance of <br />soils would be a trigger. <br />The City Administrator agreed that balancing the environment and <br />redevelopment is tough in determining the level at which stormwater <br />regulations go into effect. In staff's review of this issue, it was felt that a <br />20,000 square foot area of disturbance should be the level that the level <br />that the City's stormwater regulations would come into effect. <br />Keis noted that the Watershed requirements are the same for new <br />developmenC and redevelopment. He also thought it would be easier to <br />meet these requirements for residential properties than for <br />commercial/indusriial properties because there is less impervious surface <br />on residential properties. Blesener pointed out that where stormwater <br />controls are most needed they are toughest to do. <br />The City Administrator noted that there may be difficulties in meeting <br />stormwater control on the small site that is part of George Sherman's <br />redevelopmenC project. Options might be for infiltration ponds as part of <br />the landscaping. The Administrator indicated thaC underground systems <br />are very expensive and may prevent redevelopment. <br />Barraclough suggested that just the Watershed rules apply and that the <br />City not adopt any addition regulation. Keis asked what other cities are <br />doing. The City Administrator reported that these regulations are al] new <br />and many cities are just in the discussion phase at this point. Keis <br />suggested that it may be too early for the City to draft additional <br />regulations, and suggested taking a wait and see approach. Keis noted that <br />the Watershed rules will still apply for disturbed areas of one acre and <br />larger. The City Administrator indicated that the City could adopt <br />standards that mirror the Watershed's. Keis felt that this entire area <br />needed additional research. <br />Allan pointed out that the City can be more stringent than the Watershed, <br />while still allowing consideration for areas where natural conditions are <br />more difficult to work with. <br />The City Administrator noted that the Watershed's regulations are more <br />stringent than anything that has been in place prior.
