City of Little Canada,
515 East Little Canada Road,
Little Canada, Minnesota 55117
March 19, 1982
Re : Request for an ordinance
to require pet owners to
pick up after their dogs.
By this letter, I wish to strongly recommend that Little Canada consider the
adoption of an ordinance requiring all dog owners to pick up after their pets.
Dog droppings have become a serious health threat to both humans and dogs alike.
The boulevard between the RR. tracks and Canabury Square Condominium - especially
in the SW area of the boulevard and the parking area is almost completely covered
with large stools about the size of a cattail, and takes on the appearance of a
pasture.
I invite any or all member(s) of the council to contact me and will be more than
glad to take them on an inspection trip, and to see what a dog pasture looks like -
it is deplorable in every sense of the word.
Some of us are particularly concerned with the coming of warm weather followed by
the invasion of flies and mosquitos - the carriers of several diseases, they'll
have a picnic around and in our building, and its environs. Veterinarians have
warned people about the dangers of exposed feces to our general health, including
the Rice Pet Clinic and Pospital in our neighborhood, who has distributed a flyer
on the most recently discovered disease - Canine Parvovirus - a copy of which is
enclosed, and which briefly states that it is a highly and deadly contagious dis-
ease etc; also enclosed are 2 newspaper clippings relating to the subject.
I do not think that it is asking too much of pet owners to carry along with them
a cup or some kind of a container _ as my wife and I do, and pick up after their
dogs. Many towns have adopted ordinances such as I am recommending, and working
out very well.
It is good to know that you do have a dog leashing law on the books, however, too
many are violating this ordinance, and I do realize that enforcement is difficult
in these times. We do our best to help by admonishing violators to keep their dogs
on leash.
I am sure that this recommended ordinance will be appreciated not ony by me, but
also by health authorities and other citizens concerned about health.
130 Demont Ave. E;
342 Canabury Square,
Little 6anada, 1n. 55117
Tel : 483 1904
U,. 44
Respectfully submitted,
Art / J.Relland
[l9
MAR 24 1982
CITY OF
LITTLE CANADA
