60 CIVIC CENTER DRIVE TELEPHONE 484 -3371 <br />r S e V I I I e MINNESOTA „„3 <br />March 26, 1982 <br />Roger Glanzer <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, Minnesota 55117 <br />Re: Water Interconnection Between Roseville and Little Canada <br />Dear Mr. Glanzer: <br />Prior discussions between our two cities has shown a common in- <br />terest in providing a emergency water interconnection between <br />our two water distribution systems. From your letter of March 12, <br />1982, we have learned that the Little Canada Council has approved <br />such an emergency water interconnection. <br />On March 22, 1982, the Roseville City Council instructed our city <br />staff to work together with your city to develop a joint - powers <br />agreement to accomplish this work. You have indicated that your <br />city attorney is available to begin work on this joint - powers <br />agreement, and this is certainly acceptable to Roseville. We <br />would suggest that the agreement designate the City of Little <br />Canada as the overall coordinator and administrator of the project, <br />with all costs split equally between the two cities. <br />With regard to the physical construction of this interconnection, <br />we agree with your suggestion that a simple pipe across the road- <br />way with a valve on each side is an effective solution. We have <br />contacted the engineer in charge of Minnesota Department of Trans- <br />portation's reconstruction of Rice Street this summer, and he has <br />no objection to utilizing either a jacking procedure or an open <br />cut procedure, to put this pipe across Rice Street. His major <br />concern is that we maintain traffic flow, complete the construc- <br />tion work prior to start of their contract, and restore the site <br />to an acceptable condition. He did advise us, that an old con- <br />crete pavement exists under the asphalt on Rice Street, and that <br />excavation and replacement may be expensive and difficult. Thus, <br />given a number of utilities at the County Road C location, jack- <br />ing may prove to be the cheaper alternative. <br />If you feel a meeting is in order to work out some of the details <br />of the joint - powers agreement, or any construction related details, <br />we are, of course, available.
