MINUTES <br />City Council <br />(Cont'd.) <br />February 6, 1980 <br />Inspections <br />Of Wood <br />Burning <br />Units <br />Zoning <br />Administrate <br />Assistant <br />The foregoing resolution was duly seconded by Mr. DeBace. <br />Ayes (5) Nadeau, DeBace, Fahey, Scalze, Hanson. <br />Nayes (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 6, Page 34. <br />Mayor Hanson reported that the City received 40 requests for inspections <br />of wood burning stoves. The Heating Inspector will be making these <br />inspections shortly. <br />Mr. Brad Nielson, of Northwest Associated Consultants, proposed to <br />ve the Council that Northwest Associated Consultants serve in the position <br />of the City's Zoning Administrative Assistant. This position would <br />work closely with the City Clerk who would serve as the City's Zoning <br />Administrator. <br />The .duties as outlined by Mr. Nielson to be performed by the Zoning <br />Administrative Assistant would be: <br />1. Development Request Processing - This would consist of getting <br />development requests together; assisting developers with request <br />applications; informing developers of procedures; reviewing <br />requests and referring them where necessary; coordinating and <br />forwarding the information to the Planning Commission and the <br />Council; establishing two mornings per month to meet with developers, <br />etc. in the City Center. <br />2. Attending one Planning Commission meeting per month to answer questions. <br />3. Follow -up - Would follow up with field checking of development sites <br />to ensure that code requirements or special conditions imposed, such <br />as landscaping and screening are being complied with; investigating <br />complaints on violations and reporting to the City any violations; <br />would make recommendations on the actions to be taken in dealing <br />with violations to the City Clerk or Council. <br />In addition to the office time at the City Center, the Planner would <br />be available to answer phone calls for a fixed fee of $350.00 per month. <br />Mr. Nielson reported that any plan review would still come under the <br />Technical Assistance contract. Recommendations on development requests <br />would be covered under the Technical Assistance contract. The Technical <br />Assistance Contract is based on a cost plus basis. <br />The Mayor suggested the Council accept the Planner's proposal regarding <br />the Zoning Administrative Assistant on a trial basis and see if it does <br />the job for the City. <br />Page -6- <br />
