MINUTES <br />City Council <br />(Cont'd.) <br />February 6, 1980 <br />Councilman DeBace stated that the Planner would be doing a lot of the <br />Building Inspector's duties under the Zoning Administrative Assistant <br />proposal. <br />Mrs. Scalze suggested that perhaps the Planner's proposal could be <br />amended to eliminate the duties that would be performed by the Building <br />Inspector. <br />The Planner stated that he noticed that Mr. Stenger has a barbed -wire <br />fence up near the office buildings he built. He will be checking the <br />City's ordinance to see if this is allowed. The Planner also stated <br />that under the Zoning Administrative Assistant proposal he would be <br />checking on compliance with landscaping plans. These are two examples <br />of what the Zoning Administrative Assistant would be checking. <br />Councilman DeBace suggested that the Planner could coordinate these <br />types of things with the Building Inspector._ <br />Councilman Fahey suggested this be tried on a trial basis. Fahey suggested <br />that the City Clerk keep track of the time spent with the Planner on this <br />to see if the proposal is working out. <br />Mr. Nadeau introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 80 -2 -60 - APPOINTING NORTHWEST ASSOCIATED <br />CONSULTANTS FOR A SIX -MONTH PERIOD AS THE CITY'S ZONING <br />ADMINISTRATIVE ASSISTANT <br />The foregoing resolution was duly seconded by Mrs. Scalze. <br />Ayes (5) Nadeau, Scalze, Hanson, DeBace, Fahey. <br />Nayes (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution book No. 6, Page 35. <br />Length Of Councilwoman Scalze questioned the City Attorney how long a plan approval <br />Plan for a development was good. In the case of Ar.Mon Properties, they received <br />Approval plan approval for some office buildings. It now appears that they may <br />not build the buildings. Scalze was wondering if Ar.Mon decided to <br />go ahead with the development at a much later date, if the Council's <br />approval was still in effect. <br />The Attorney stated that there should be provision in the City's ordinance <br />that Council approval terminates after a certain length of time. Perhaps <br />a time period of one year should be set. <br />Scalze stated that this should be included in the new Zoning Ordinance. <br />The Planner stated that if this was included in the new Zoning Ordinance <br />any prior approvals would have a time period for the development to get <br />underway from the effective date of the ordinance. The Attorney suggested <br />that the Ordinance say that approval of a development plan supposes that <br />the developer intends to go ahead with the project within a reasonable <br />amount of time and then set out wilat that reasonable amount of time is. <br />A :1 Page -7- <br />
