I am the City Council Member whose area of responsibility <br />is liaison to the Departments of Parks and Recreation. <br />First, I will briefly describe our program, and then pose some hypo- <br />thetical questions regarding liability. <br />Our program is almost entirely a youth - oriented one. The City of <br />Little Canada owns none of the facilities used for recreation, but ar- <br />ranges the rental and provides maintenance of them. The City directly <br />hires the Director of Recreation, two assistant Directors, and other <br />temporary employees needed to maintain the facilities and instruct some <br />of the programs. (not including coaches). The facilities used are the <br />gymnasiums, ball fields and hockey rink of the Roseville School District, <br />the ball field of St. John's Church, a hockey rink on the property of <br />the Water Department of St. Paul, and a City -built tennis court located <br />on parkland owned by the Roseville School District and leased by Little <br />Canada. <br />The actual program operation is done by the Little Canada Recreation <br />Association (a private corporation) under the direction of the City - <br />Recreation Director and the two assistants. The L.C.R.A. also provides <br />extra funds to subsidize the program through their fund - raising activities. <br />When a youth registers for a program, the entry fee is paid to <br />L.C.R.A. for program funding, and a waiver of liability is signed by the <br />parent or guardian (see enclosed sample). <br />
