Improvements to County Ditch seven are proposed for the summer of 1982. <br />The project will consist of piping storm water south along the west side <br />of Arcade Street then to a sedimentation pond on the applicant's site <br />prior to discharge to the wetland to the southeast of the plat. (Map Five) <br />An overflow for direct discharge to Gervais Lake would be provided to <br />protect the applicant's site from flooding in the event of a large storm. <br />4. Ramsey County Open Space: <br />Ramsey County will initiate condemnation proceedings in the near future for <br />the wetland area to the southeast of the plat. (Map Five) County juris- <br />diction of this area must be gained before the County Ditch seven project <br />can proceed. <br />Citizen Comments <br />Of thirteen property owners surveyed, eight responded. Seven are opposed. <br />Sanford Brink,the abutting property owner to the north, requested that the <br />applicant redesign the plat to align proposed Beam Avenue with the Little <br />Canada /Maplewood boundary. Little Canada was notified of this request. <br />Little Canada's response letter to Mr. Brink, (letter enclosed) was that if he <br />wished to pursue the issue he would have to pay the cost of the necessary <br />studies. To date, Mr. Brink has not contacted Little Canada to initiate the <br />required study(s). <br />Comments from the -eight persons opposed to the development, brought up the <br />following issues: <br />1. The unsuitability of a wetland for development. <br />2. Erosion and runoff from the property,;polluting the wetlands and the lake. <br />3. Affects on an existing high water table in the area, with regard to on -site <br />sanitary facilities. ■ <br />4. Affect on the existing Keller Parkway traffic problems. <br />5. The effect of eliminating the wetland on the storm water entering the <br />chain of lakes, in terms of flooding and cost of storm water treatment <br />through the St. Paul system. <br />6. Whether the development will cause a need for storm sewers in the area, to <br />be paid for by adjacent property owners. <br />7.
