The Soil Conservation Service: <br />Development of the Hayden - Kingsley soil area located at the plat's eastern <br />edge (See Map Seven) could result in erosion and resultant sedimentation <br />of the wetland east of the proposed plat area. Sedimentation of this wetland <br />would in affect reduce its flood storage capacity which in turn will affect <br />the hydrology of Gervais Lake. The Hayden - Kingsley soils forming a ridge <br />of approximately twenty feet in height, are subject to side slope seepage. <br />They are otherwise suitable for development. <br />Fourteen lots are proposed for development on Seeleyville muck, which <br />presents severe limitations to development. This soil is unstable to <br />foundations and streets and the water table is near the surface. If <br />development does occur, all organic soil should be removed, replaced with <br />suitable fill sufficient to raise the soil level above the water table, and <br />allowed to settle before construction beings.Subsurface drainage will be <br />moving toward Gervais Lake and will need to be given particular attention. <br />Homes with basements are not recommended. <br />For on -site erosion control, the following procedures are recommended: <br />a. Grading be done during the dry season. <br />b. A filter blanket and sediment dike be established adjacent to the on- <br />site wetland. <br />c. The existing wetland to the southeast should be cut off from Gervais Lake <br />landlocking site drainage. Some form of temporary basin may need to be <br />constructed to temporarily detain site waters. <br />d. Grading of the knoll at the site's east side should progress from west <br />to east to maintain a vegetative strip between the on -site wetland and <br />the grading at all times. <br />e. If fill is to be removed from the site, a gravel roadway should be installed <br />to minimize transportation of soils onto roadways. <br />f. All exposed soils should be stabilized as soon as possible by vegetative <br />measures. <br />2. Ramsey - Washington Metro Watershed District: <br />a. A District permit for development of the plat is required. <br />b. Relative to Gervais Lake, the storm water holding capacity of the <br />drainage pond required on this site is insignificant. The basin's <br />principal function should be as a sedimentation basin. <br />3. Ramsey County Public Works: <br />a. Considerable work is being done to minimize the impacts of storm water <br />runoff entering the Kohlman - Gervais- Keller - Phalen chain of lakes.
