However, once Shoreview completes its comprehensive sewer plan it should forward a copy to Lino Lakes. E. The plan relates to other adopted Metropolitan Development Guide Chapters as follows: 1. The plan is consistent with the Metropolitan Development Framework, Housing and Soild Waste chapters of the Metropolitan Development Guide. 2. The Capital Improvement Program meets the requirements of MSA 473.852, Subd.4 except that it should include estimates of the financial impact that the operating costs and revenues will have on the city. At such time as the city amends its CIP (at least biennially), it should send a copy to the Metropolitan Council for review and comment. 3. The plan is consistent with the Protection Open Space and Water Resources chapters of the Development Guide and metropolitan policies for stormwater management. However, a summary of proposed environmental controls should be submitted to the Metropolitan Council for review and comment prior to adoption consistent with Minnesota Statutes 473.206. The Land Planning Act requires that the City of Shoreview adopt its Comprehensive Plan within nine months of the completion of the Metropolitan Council's review of the Plan. The Council should be formally advised when such action has occurred. If there are substantial changes made in the Plan before adoption, please note these when you notify the Council of the Plan's adoption.
