INFORMATION AND SUMMARY <br />A. Abstract and Issues <br />Shoreview is an urbanizing community. The city plans to accommodate <br />its share of regional growth to 1990, emphasizing expansion of <br />services and job opportunities. <br />Shoreview has grown somewhat faster than Council estimates. <br />Therefore, for purposes of this review, Shoreview's forecasts for <br />population and housing have been adjusted upward. <br />The review raises no major issues about the plan. Further, the <br />Shoreview plan does an especially good job in the area of capital <br />improvement programming and general plan implementation. Shoreview <br />proposes to adopt an Integrated Development Ordinance intended among <br />other things to streamline the development review process. <br />B. Authority for Review <br />Shoreview's comprehensive plan has been prepared and is being <br />reviewed pursuant to the Metropolitan Land Planning Act, Minnesota <br />Statutes Section 473.175 and Sections 473.851 to 473.872. <br />The plan consists of one document, Shoreview Comprehensive Guide <br />Plan, 1980 -81, and one set of additional materials transmitted to the <br />Council on September 17, 1981. <br />This review is being conducted in accordance with the Council's local <br />plan and school program review procedures (see particularly Sections <br />2.7 through 2.19. Generally, The Council's responsibility is to <br />review and adopt findings and determinations with regard to the local <br />plan's: <br />1. Conformity with metropolitan system plans; <br />
