2. Compatibility with plans of adjacent local governmental units; <br />and <br />3. Apparent consistency with other adopted Metropolitan Development <br />Guide chapters. <br />The Council may provide advisory comments with regard to other <br />aspects such as technical adequacy, completeness and its internal <br />consistenby. <br />As part of the review, the Council: <br />"may require a local governmental unit to modify a comprehensive <br />plan or part thereof which may have a substantial impact on or <br />contain a substantial departure from metropolitan system plans." <br />The Council must complete its review of the local comprehensive plan <br />within 120 days following the issuance of the order to commence plan <br />review. <br />On July 15, 1981, the Council suspended review of Shoreview's plan <br />due to content concerns. Following receipt of additional plan <br />content, the review was recommenced on September 28, 1981. The 120 - <br />day period has therefore been extended to January 8, 1982. <br />II. DESCRIPTION OF SHOREVIEW <br />Shoreview is an urbanizing community. The largest tracts of undeveloped <br />land are located in the northern portion of the city. Shoreview is <br />located in Ramsey County and borders on Anoka County. Communities <br />bordering Shoreview include Blaine, Circle Pines and Lino Lakes on the <br />north, Roseville on the south, White Bear Township, North Oaks, Vadnais <br />Heights and Little Canada on the east, and Arden Hills and Mounds View on <br />the west. Most of Shoreview is served by the Mounds View School <br />District (621). A small portion of southern Shoreview is served by the <br />Roseville School District (623). <br />III. DESCRIPTION OF COMPREHENSIVE PLAN <br />Shoreview is a developing suburb which can accommodate additional growth <br />during the planning period (to 1990). Since Shoreview is heavily <br />dominated by residential development, the plan proposes that the city <br />pursue a stronger course of diversification in its economic base. <br />However, the plan calls for continued residential development as well, <br />emphasizing a variety of housing types and promoting more affordable <br />housing. The plan also proposes that the city play a stronger role in <br />ensuring energy efficient construction and land use policies. <br />With a substantial portion of the city already developed, the plan points <br />out it is critical that certain remaining key areas be developed in an <br />optimal way. To this end, the plan designates several Policy Development <br />Areas which will be the focus of the city's development attention. <br />Additional, more detailed development standards will be prepared for <br />these areas. <br />- 2 - <br />
