"...the sewer policy plan referred to in the Metropolitan <br />Land Planning Act should comply with requirements of a �- <br />comprehensive sewer plan..." <br />Procedure 10 of the Council's policy plan describes the content <br />required for local sewer plans. The sewer policy plan of the <br />Metropolitan Land Planning Act can be quite general. Procedure <br />10 requirements for a "comprehensive sewer plan" are much more <br />extensive and detailed. In reviewing Shoreview's plan, it was <br />found that the plan meets the basic sanitary sewer requirements <br />of the Land Planning Act, but is not consistent with Policy 30 or <br />the content requirements of Procedure 10. The city should refer <br />to the letter from the Metropolitan Waste Control Commission <br />(Attachment 3) for the additional required information. <br />Shoreview receives metropolitan sewer service through the <br />Metropolitan Wastewater Treatment Plant. The Council's revised <br />system statement for Shoreview projected a 1990 total sewer <br />flow of 2.18 mgd. The Water Quality Management Policy Plan <br />projected a 1990 total flow of 2.15 mgd. Shoreview's 1990 <br />estimate of 2.3 mgd is higher than these projections. <br />Shoreview's flow is higher because the city used forecasts that <br />are higher than Council forecasts. However, Council research <br />staff has determined that the Development Framework population <br />forecasts for Shoreview are low (see Section IV.C.1). Therefore, <br />for plan review purposes, Shoreview's forecasts have been <br />adjusted upward. Based on an adjusted 1990 population estimate <br />of 22,562, a 1990 sewer flow of 2.24 mgd is obtained. While <br />Shoreview's projected flow (2.3 mgd) is slightly higher than this <br />revised projection, the difference (.06 mgd) should not result in <br />an impact on the metropolitan disposal system. <br />City estimates indicate that there are 35 to 45 dwelling units <br />currently served by on -site sewer systems. This number is <br />projected to decrease by 1990 as no new on -site systems are <br />allowed except in hardship cases. Existing on -site systems are <br />required to connect within one year of sewer service availa- <br />bility. Shoreview's management program requires permits, final <br />description of the installed system and biennial inspection <br />and /or maintenance. System inspections are to be performed by <br />certified inspectors. <br />3. Parks (Arne Stefferud) <br />A portion of Grass - Vadnais lake Regional Park, Rice Creek North <br />Regional Trail and two other potential regional trails are <br />located in the City of Shoreview. These regional recreation open <br />space facilities are properly recognized in the city's <br />comprehensive plan. <br />4. Airports (Chauncey Case) <br />The nearest metropolitan aviation facility to the City of <br />Shoreview is the Anoka County - Blaine Airport <br />-4- <br />
