The Metropolitan Airports Commission has recently selected a <br />preferred alternative for development of the Anoka Airport as a <br />minor role facility. As a minor airport, no portion of the city <br />is within the airport's land use safety zones, but would be <br />within its airspace and aircraft traffic pattern. In addition, <br />the city is within the Region's general airspace which should be <br />protected from obstructions to air- navigation. The Minnesota <br />Department of Transportation has designated Turtle and Owasso <br />Lakes as permitted seaplane use areas. <br />B. Compatibility with Adjacent Governmental Units' Plans <br />Shoreview has certified that it circulated its comprehensive plan <br />to adjacent and affected units in accordance with the provisions of <br />the Land Planning Act. In addition, the Council has notified these <br />and other governmental units potentially affected by the plan that a <br />plan review is underway. <br />The city received several letters from adjacent and affected units. <br />Copies of the letters are available for review. In instances where a <br />local unit did not comment, staff reviewed that unit's comprehensive <br />plan for compatibility with Shoreview's Plan. <br />Based on comments and staff review of adjacent plans, no major incom- <br />patibilities were noted. However, Ramsey County noted that because <br />of the uncertainty of funding for major improvements at rail <br />crossings, Shoreview might consider less costly alternatives than <br />grade separation for its problem crossings. Ramsey County also <br />pointed out that Shoreview's plan did not show Victoria from County <br />Road E to 1-694 as a four lane road as it is shown in the county plan. <br />While Lino Lakes saw no conflicts with its plan, the city noted that <br />Shoreview's Plan does not indicate any joint use between Shoreview <br />and Lino Lakes for providing sewer service to the 49 Club area. Lino <br />Lakes indicated that it is interested in utilizing capacity from the <br />interceptors and trunks located in Shoreview and therefore requested <br />the opportunity to review Shoreview's comprehensive sewer plan when <br />it is completed. <br />The Council received comments from the Metropolitan Waste Control <br />Commission. A.copy of the Commission's comments are contained in <br />Attachment 3. The Commission cited several items the city will need <br />to supply before it submits the sewer policy plan portion of the <br />comprehensive plan to the Commission. These items included the <br />information requested by Lino Lakes. <br />C. Consistency with Other Guide Chapters <br />1. Forecasts <br />The Shoreview plan contains population and household <br />forecasts which are somewhat higher than those of the <br />Metropolitan Council.
